Improve Local Setup #31

We noticed during the hackathon that new developers were having a hard time setting up from scratch. This was largely due to having to manually create a database and tables.

After this task is completed, we should be able to run bash build.sh completely from scratch and have everything ready.

@jbyman can pair with @karishay to set up local env and make some documentation about how to do it. @vasujain to help too!

having an automated magical way to set up - @chiragsamtani (this might be slightly different than actually onboarding the current people that need to be onboarded.

NOTE - Postgres database probably shouldn't be it's own container.
