Method for "electricalConductivity" missing in most interfaces #171

Currently almost none of the interfaces implements a method to get the 
electricalConductivity, which on the other hand is defined in the Transport 
class.

The following patch should add this to all the currently implemented interfaces 
(python,cython,fortran,matlab).
