Implementation of getUnitsStandardConc is inconsistent with documentation #96

For several subclasses of ThermoPhase, the values returned by the 
getUnitsStandardConc method are inconsistent with the corresponding Doxygen 
documentation.

DebyeHuckel
FixedChemPotSSTP
GibbsExcessVPSSTP
IdealMolalSoln
IdealSolidSolnPhase
IdealSolnGasVPSS
MetalSHElectrons
MineralEQ3
StoichSubstanceSSTP

Also, this method is apparently never used within Cantera, so it may be a 
candidate for deprecation and removal.
