I just checked the code of the scintilla (the colored editor) and code for 
uppercase is:

static inline char MakeUpperCase(char ch) {
    if (ch < 'a' || ch > 'z')
        return ch;
    else
        return static_cast<char>(ch - 'a' + 'A');
}

it is working in UTF-8. 
there should be some library used for case conversion?
