I'm running Windows 64 bit with a separate administrator and user account. If I install HDR merge, it shows an UAC dialog for my admin account credentials. If I then select the menu option to make menu items, it will only add the start menu items in the admin start menu folder, instead the all users start menu folder.
For programs installed globally, the all users menu folder should be used so all users can interact with the program. With portable programs, the user specific start menu folder should be used.
