Enable Skype w/notifications, add Hangouts

Some important notes regarding this pull request:
Hangouts notifications don't work due to the site not presenting them (yet...)
Skype notifications seem to work (worked on my end, at least)
JQuery version is slightly different, no longer has syntax errors (is JQuery even necessary?)
Unchecking Hangouts doesn't seem to hide it currently; working on a fix.
