StringRef and related changes #350

Sometimes StringRef is better than CStringRef:

when original string does not contain terminating NUL character
when O(1) size is needed
when string may contain NUL characters

Changes:

add StringRef alias for CoordinateRange[Pointer[Char]]
move string protocol functions (like String? and ContiguousString?) to core.strings
move core string-related modules under core.strings
make repr(String) return String, not Vector[Char]
add repr for StringRef
use StringRef in win32.errornames module
