jDiameter statistics sometimes become null causing peer connection failure #60

What steps will reproduce the problem?
If there a diameter connection momentarily drops sometimes the peer statistics 
variables becomes null and when the peer recovers it is not set again.  So all 
requests fail as the statistic is null even though the peer connection is up.

Still under investigation what causes the issue.

But the attached patch against master stops requests from failing when peer 
connection is up but statistics is null.
