Clean up existing variable-level metadata #3

Clean up variable labels, and possibly also some value labels.

Have done this for Waves 1-3 with f55e2bdfd2ba2d6d783819c61409e13832a75c2f; Waves 4-5 remaining. To do this, first look at the missing values at the bottom of the corresponding schema file, and do what needs to be done to standardize these so that they match those for Waves 1-3.
