Section 1.1.1 could be read to require that the public must have access to all conference calls, meetings, etc., and that such meetings must be recorded (audio and video). This section must make it clear that this is not required.

I added a footnote: "Expert Groups are not required to create or maintain audio or video recordings of their meetings."
