Already fixed in an as-yet unpublished version of the document.

The relevant text now reads:

"For as long as a JSR is licensed and while it is legally possible to do so the Spec Lead Member must offer the RI and TCK licenses that were published at the time of Final Release..."

(Note that we can't do more than this since the "lifetime" of a JSR can only be defined by the JSPA, which we are not changing in this JSR.)
