We'll be passing another JSR before the 2012 elections, so there's no need to time-limit this wording. (And if we fail to pass that JSR before October 2012 then we would not want to time-limit it.)
As for "pressure to compress the EC" there is no such pressure. We do, however have broad agreement to do so (since our discussion at the f2f.
The existing language gives us the power to do what we need to do without requiring us to do anything. It's more than good enough.
