JSR348-52: Clarify when a 2/3 majority is required to approve a new JSR #50

Lines 690-693 define when a 2/3 majority is required to approve a JSR. The intent is that 2/3 is required for JSRS:

a) that define new Platforms (that is, the first JSR to specify a previously non-existent Platform), or b) modify the Java language

The existing language is somewhat ambiguous in case a) and could be interpreted as refering to UJSRs that update existing Platforms.

The language should be clarified. Suggestions to follow.

I suggest changing:

"Ballots to approve UJSRs for additional Platform Edition Specifications"

to:

"Ballots to approve UJSRs that define the initial version of a new Platform Edition"
