JSR348-57: Distinction between JSR "ballots" and EC "votes" is still not entirely clear #55

Earlier confusion over the distinction between JSR "ballots" and EC "votes" has mostly been cleared up.

However, the Standing Rules document still contains (lines 112-113) a reference to the JSR ballot process. This seems unnecessary (particularly since it simply references the Process Document.)

The Process Document should define the process for holding JSR-related Ballots, while the Standing Rules should define the process for EC voting. These are two completely different processes, and we should clearly distinguish between them.

One way to do so is by terminology - by using the term "ballot" for the more formal JSR-related ballots and "voting" for the "advisory" EC votes.

For that reason, I suggest that we replace the term "ballot" in the Standing Rules with "vote."

Note that the section beginning on line 145 is labeled Electronic Voting rather than Electronic Ballots, and earlier in the document we say "Missing two meetings in a row (whether teleconference or face-to-face meetings) results in loss of JSR ballot and EC voting privileges." Both of these examples, I believe, demonstrate the value of making this disctinction.

Regarding the issue of "vote" vs. "ballot" I've tried to harmonize the "Electronic Voting" section by eliminating the word "ballot" completely from it.

I'm interpreting that as a proposed fix for this issue, and am marking this resolved.

We can then review to see if it's OK
