Perhaps define Affiliate Member as someone who can be a Contributor to a JSR. (Don't define it in terms of being "new")
Class of membership, targeted at individual developers who wish to participate as Contributors but who do not wish to make the full commitment of participating as members of Expert Groups...

Bruno commented in email that my changed definition was still circular. I agree.
So: I changed it again in the as-yet-unpublished version 10 of the revised Process Document.
Please review the defiintions for Associate Member, Partner Member. and Full Member to verify that they are consistent and non-circular.

In v7 of the Process Document (not yet published) these two terms are defined as follows:
Affiliate Member: An individual who is unwilling or unable to sign the JSPA but who instead signs an Affiliate Membership Agreement in order to participate in the activities of the JCP.
Affiliate Membership Agreement: The membership agreement signed by Affiliate Members.
As written, these definitions are circular (an Affiliate Member is someone who signs an Affiliate Membership Agreement while an Affiliate Membership Agreement is the agreement signed by an Affiliate Member.)
Plus, it would be preferable to define Affiliate Member in terms of what it is rather than what it is not (why someone would sign it rather than why they do not sign the JSPA).
