The previous lang string value meant "Evaluate only on submission". But the only thing this setting really does is add a "Continue" button after a file has been submitted that when clicked evaluates the code. But this is not exclusive. You can use any other evaluation methods that are also usable when the setting is turned off.
For other languages this string may be formulated similarly, so they should also be checked.
Also you should look into using AMOS for translations.
