Language chooser and Linux post-languagesetting restart #238

Addresses #236; introduces a language chooser.

Removes French as language until we are sure that language works properly. Objectives for code review:

Code Review :P
build JCT on your machine and start it a) normally, b) with -nl jp
try to change the language in settings, test whether restarted JCT has the correct language.

Note, that in workspace builds, the restart is not (yet) possible, but fails with an appropriate message on stderr. Thanks for reviewing.

fixed minor spelling "Language" -> "language".

subsequent restarts with language changes after one successful one somehow still manage to screw up the process. Some more time needed before review...
