Minor mode (smart-tabs-mode) #3

I've converted the smart tabs functionality to a minor mode.

I've done some casual testing to check for obvious problems, but it could use some more eyes to make sure there aren't any conflicts when used with certain languages or other modes.

Looks good to me. If there are any bugs they’re not obvious.
