Support yurt binary downloads #18

[ ] Determine local OS and construct the release url
[ ] Set release via YURT_VERSION env var
[ ] Fix binary permissions
[ ] Move binary to somewhere on $PATH (e.g. /usr/local/bin)
[ ] Detect curl failure and fallback to cargo install from repo
[ ] Respect YURT_VERSION when cargo installing

Required on macos:

xattr -d com.apple.quarantine yurt-macos-amd64
