What steps will reproduce the problem?
1. Send bodiless INVITE to IMSDroid
2.

What is the expected output? What do you see instead?
As there is no offer in the initial offer, the first reliable non-failure 
message MUST have an Offer. As we suppose that 100rel extension is not 
supported then the offer MUST be in the 2xx response.
