Cseq not stepped properly #95

What steps will reproduce the problem?
1.Set up a call using preconditions (PRACK)
2.disconnect the call
3.Look at the Csec of BYE in wireshark trace

What is the expected output? What do you see instead?
Bye has the same Cseq counter as the PRACK.
I would expect it to have been increased.

What version of the product are you using? On what operating system?
1.0.302
