Identify the subset of vessels that cruise between treated and untreated regions
Do a run without PNA-fishing effort
Random draws for NINO3 index
Randomly assign treatement region (T or F) to each pixel

Also, try changing the month-fixed effects to a year-month fix effect combination and see if that reduces the size of the NINO3 estimate.
