Mandatory fields not working propoerly #529

What steps will reproduce the problem?
1. Introduce a file upload field in App. Form Setting 
2. Check "Mandatory Field"
3. Place a test application without uploading a file 

What is the expected output? What do you see instead?
The application is not supposed to work without completing the action of a 
mandatory field, in this case, the file upload 

What version of Job Manager are you using?
0.7.20

What version of WordPress are you using?
3.5.1
