[PROPOSAL] LLVM Target #3

I've been exploring the lengthy guide (https://releases.llvm.org/12.0.0/docs/WritingAnLLVMBackend.html) for a while now. I think this is the perfect architecture to give it a try. I started a fork at https://github.com/alexandre-lavoie/llvm-jdh-8 . If you'd like to have main development under your account, feel free to fork https://github.com/llvm/llvm-project and I'll PR!

Still like the idea, but this is multiple university class worth of work, so nope.
