add 'migration_extension' config support #1

Need to add an optional migration_extension config property defaulted to .sql. The migration provider should exclude anything in the migration directory that doesn't match.

This will prevent issues with stuff like OSX putting bullshit index files, .ds_store, etc.. everywhere.
