Running Mite version in a directory that is not configured for mite throws error #20

If you are in a directory for a project that does not have mite configured an run:

mite --version

then you get the following error:

fatal: not a mite project (or any of the parent directories): mite.config

You should be able to run version and help before setting up mite for the project.

same/similar to #18. They should both get fixed at the same time. I'm focusing on polishing the CLI right now, so it should be resolved soon.
