When running Mite stepdown, if there are no executed migratons, I still get told that the operation is destructive

If I continue to run:

mite stepdown

until there are no more migrations to run, I still get prompted with:

stepdown is potentially destructive. Continue? (y/N):

It would be nicer to have the check for migrations to run before the 'potentially destructive' prompt.
