Make skip button and delete buttons avail for various user levels.

skip button for tier 1
delete track in the history/tracks pages for admin user -create room for ??? level users? -delete room for ??? level users / unused for 7 days autotragically?

I believe something like this exists in the code. Soundtrack.io has people with Editor Privs

Yeah I saw that flag in the code, but no way to change it. Not sure what features are enabled for those users, and I have not learned how to do the equivilant of an "Update user set permission='admin' where id = 123;" in mongo yet.

figured out how to use mongo on the command line, made myself and Glu editors, modertors, and admins. Added codle to support permanent deletion of shitty off genre tracks. Going to mark this closed and open a new ticket for multiple rooms.
