Creating code for testing the consistency and homogeneity of data.

Based on an in person discussion:

Homogeneity test is mainly graphical / visualizing different columns of data in the same plot. This can be dealt with in a separate issue; I will create a specific 'homogeneity' issue.
Consistency test is actually more diverse; we at this moment distinguish the following parts, for example:
- Double Mass Curve (DMC) -- also graphical. I will also turn consistency tests into a separate issue. This issue will be closed.
