Enums in ICG #19

Enums declarations need ICG support. This should not be hard with the given structure setup already.

Things to think about:

Make sure it's scoped correctly - this should work itself out with LibClang and the namespace support already in place.
Will need to support enum declarations and enum class declarations, which could be nested inside a class/namespace
Will also need to support enums being struct members.
