Improve I/O of CSV files #163

The current import/export from/to CSV files has the following problems:

The UI is inconsistent and confusing.
The code is redundant and all over the place.

I found the following CVS-output to be confusing: decomposition_d_tables_d10 and decomposition_d_tables_d10a are both available to be choosen, but in the final output only decomposition_d_tables_d10 is explicitly in the file. The forecasts from decomposition_d_tables_d10a are added to the decomposition_d_tables_d10 series without explicit note.
