Still works on the Linux version of TBird, 60.6.1, but all the Windows machines are still dead. Granted, it's not a bad fate for Windows machines but I have a lot of software that only works on them.

Is there anything in the Error Console or gContactSync log that might help narrow this down?
Can you try again with version 2.1.13: https://addons.thunderbird.net/en-US/thunderbird/addon/gcontactsync/versions/?page=1#version-2.1.13 2.1.x supports TB60 and the 3.x branch only supports TB67+ going forward.
