Add an options page #2

Users should be able to opt into just the tweaks they want, and future developers may want to make their tweaks customizable. An options page seems like the right way to do that.

My understanding is that neither of Chrome or Firefox guarantee that they'll persist storage for extensions in developer mode, so releasing this is probably blocked on #3 and #4 .
