Currently, art-skewer docker is broken

/usr/local/bin/art_illumina: error while loading shared libraries: libgsl.so.19: cannot open shared object file: No such file or director

Dockerfile is fixed and works on macOS Sierra. Please reopen if broken on linux. New container is pushed to Dockerhub.
