Does not ever seem to connect to camera

I have an Eco, too. It works for me. I have used this repo and https://github.com/vherrlein/camera_proxy/tree/develop.The latter has slightly better instructions. What did you configure?

not sure what you mean by what did I configure? I made a settings.json with my cameras info

I tried doing the install on my win10 machine using the developer and I am still getting 404 errors but it does seem to find the camera... using http://127.0.0.1:8000/api/v1/cameras/water
