Add to README on how to get the site running. #251

Soooo opening index.html in a browser did not work for me since because of security loading a resource from the file:// protocol is blocked.

I added a note about starting a small HTTP server and gave a example in python. I'd love to be able to not have it but without loading locales.ini the site doesn't do a whole lot.
