Add support for inline anchor targets which can be linked to.

isn't this already supported? it seemed to work in the sandbox.

Anchor targets. Like, text that can be linked to, like the headers are.

if these would all be tied to links anyway, why not just add unique html id attributes to each link (or perhaps only to internal links) like you do with the headings?

TBH I'm rethinking this. I think there are certain features that should automatically get fragments (like quote blocks, code blocks, comments, headings, lists, footnotes, manicules) but the ability to place arbitrary anchors seems gratuitous.
