That is you can do dired in it, split the panes etc.
I think this should be disabled when focus is on the help buffer as it is layered onto of other buffers in the middle of the screen like a popup.
Furthermore the help buffer isn't an actual buffer it seems, that is regular commands like dired don't work in it anyways.
