feat(registry): switch apollo-router to ubi; add apollo-rover #2872

asdf-apollo-router is a standard GitHub-release-based asdf plugin for this single-file Rust project.

There is an asdf-apollo-rover project that's not in the asdf or mise registry yet; but it works fine with ubi and just using ubi seems reasonable here. (Rover is another single-file Rust GitHub-release-based project.)
