Nigeria official Adminstrative boundary #9

We need to get the official Nigeria States boundaries as a GeoJSON.

I can get the Nigeria State Boundary Geojson file and we can upload it to this repo, so that we can be the original owner of the source we are implementing in the package. What do you think?

It's not really going to be used as a source. It's just for internal usage. E.g when a user search for data using a state, we'll need to get the geometry of the state from the file before making request to Grid3. That's the usecase I can think of for now, but the source is also a good idea. We can make it accessible to the users as well.
