Configure deploy.yml to run actual tests and remove Travis config #52

Right now our GitHub Actions are only running deployments, with a stub job for tests. This PR updates the test job in the Actions config to actually run our (small) unit test suite.

Once tests are running properly, our Travis config will have been fully superseded by GitHub Actions, so this PR also removes that config as a cleanup step.
