new tag release? #41

The latest release is 2018.03.11. How about a new one? Some managers use tags to update their packages.

The version may be synced by offline archives or others.

Ah, thanks for pinging me again. Sometimes these emails slip through the cracks.

I've pushed a new 2019.08.27 tag, which is the latest build version for stdman.
