Clear cache daily after embargo time #2

Currently the cache is never cleared. To ensure data is up to date (and to 
minimise memory usage) the cache should be cleared daily after the 11:30am 
AEST (GMT+10) embargo time

For starters, just add a clear cache URL param that empties the whole cache. 
Set up a 
cron job to call it.
