Bitrate limitation ineffective on Firefox #136

Galene's client artificially limits the throughput (bitrate) of the video streams it sends, to 700kbps by default (this can be controlled with the side menu). In Firefox, this only works in the simulcast case — in the non-simulcast case, the throughput appear to rise up to 2500 bit/s whatever the maxBitrate value.
