BaselineOfBasicTools should not manage the TestRunner whith is managed in SUnit #215

Description:

TestRunner is managed by BaselineOfSUnit. It should be this package that does its initialization.

Also, I think the ToolRegistry manage itself the registry of the TestRunner.
