Re-introduce Ticket Generator #5

Allow this to be enabled / disabled via yaml config.

...or should this be implemented as a sub-module?

@wilr what would you think of the ticket generation functionality becoming a sub-module?

Happy for it to be keep out of it but would have thought ever event needs tickets. PDF ticket generation and other complex generators are already external.

Well yes every attendee requires a ticket, however the actual ticket file I'm not sure is always needed. I haven't needed it for my projects so far. At minimum I'll probably allow it to be disabled/enabled.
