Incorrect timezone displayed during DST. #703

We're currently in daylight savings time. Conversions to local timezone should be displaying EDT; they're still displaying EST. This is causing times to appear to be off by an hour, because they're displayed in an incorrect local timzone.

We had some DST issues and reverted back from displaying in specific timezones. we should only be showing in UTC anymore.
