Test 10.8.3.b fails in Safari, despite passing in both IE and Firefox #566

Test 10.8.3.b fails when run under Selenium in Safari. In both IE and 
Firefox, the same test passes when run under Selenium.

This test is failing because of the duplicate DOMActivate dispatched in 
Safari, as described by issue 525.

Marking as Duplicate, now that issue 525, which accounted for this failure, 
has been fixed.
