docker: add apache ports, init functions

Description

first pr to enhance docker image creation: add function, speed up building.

• composer: check exists before remove
• APACHE_HTTP(S)_PORT: can change local port.
• image: minimise layers
• init fonctions:
  • setTimeZone
  • apache_setup:setting ports, no certs generation, no a2enmod/enssite.
  • set_root_password
  • db_creds

arf, spent three hours to port changes to beta branch as it was requested in the merge request template. I'll re submit to alpha :) Could you tell me when to PR to beta and when to alpha ?
