[DOC] Add a known / common issues page #405

Currently, solution to common problems are hard to find and that creates duplicate issues.

It would be great to create a page with:

Windows quality issue (and move this out of the README);
manim-slides command not found;
Using two different versions of Manim Slides (causing, e.g., a mismatch in configuration files);
PyQT/QT* issue on Windows;
PowerPoint issue with too many slides;
Python3.12 issues;
...?
